The concept of reincarnation is believed to be the rebirth of humans in the world as a form of part of their life journey in accordance with their actions during life with various forms of reincarnation—including being able to be reborn as humans or animals. This article aims to discuss Mullā Ṣadrā’s eschatological thoughts, especially his criticism of the concept of reincarnation which has been believed by Hindus and Buddhists. Reincarnation is a topic of discussion for philosophers including Islamic philosophers (...) in discussing the spirit, soul, body, death, and resurrection. Ṣadrā’s rejection of the concept of reincarnation is found in one of his main works entitled al-Asfār al-Arba‘ah. By using analytical and descriptive methods, it was concluded that Mullā Ṣadrā rejected the concept of reincarnation with his five philosophical arguments, including the natural unity argument, the material and form needs argument, Kawn and Fasād’s argument, the vacuum argument, and the argument with five premises. These philosophical arguments are based on Ṣadrā’s main philosophical principle, namely the substantial movement of the soul. Even though he rejects the concept of reincarnation, Ṣadrā still believes in the resurrection of the soul and body after death, which will continue the journey towards the highest perfection in the afterlife. The neoliberal economic system is a system that is used to support economic and political activities in the worldwide. But a series of failures was created by this system. The fundamental problems are economic inequality at the state level and economic gap at the community level. This study aims to prove the fragility of the neoliberal economic system by using Muhammad Bāqir al-Ṣadr's sharpy analysis of materialism capitalism. This study uses a critical literature study method. The main references are Falsafatunā (...) and IqtiṢādunā. Islamic banking is based on moral foundations that make it distinct from conventional banking. Some argue that because of its foundation in Islam, Islamic banking may represent a more morally appealing alternative. Yet, evidence shows that this is not the case. Indeed, the current practice of Islamic banking has not been able to achieve its goals which are based on Islam's moral values: to enhance justice, equitability, and social well-being. This essay examines the extent to which Islamic banking is ethical (...) and concludes that the practice of the industry does not seem to be de facto ethical from the Islamic perspective of ethical values. It only consists in trading the same instruments of conventional banks without genuinely enforcing Islam's ethical vision. The practice of Islamic banking misrepresents Islam and does not contribute to solving social problems. The interaction between maqasid al-shari᾽a and qiyās provides a supplementary tool for interpreting the failure of the prior in terms of the practical misuse of the latter by Islamic banks. This essay provides an interpretive approach to the current debate about why Islamic banking has failed and suggests ways to move cautiously in the future. (shrink)

Nahdlatul Ulama constitutes an important link to the genealogy of Islamic thoughts since inheriting intellectual tradition of classical Muslim scholars. This position delivers a unique approach as to which the NU responds to the changes and reformation of Islamic thoughts. This paper discusses the epistemological position of NU in its relation to the Sunni-theology of Ahlussunnah wa al-Jama‘ah through examining social relevance and actors-oriented approaches. The article further argues the significant of three cultural fields relevant to better comprehend contemporary dynamics (...) of the NU: namely Pesantrens, Islamic Colleges and Non-Governmental Organizations. Combining three approaches of Thomas Kuhn’s Shifting Paradigm, Karl Manheim’s Sociology of Knowledge and Abed al-Jabiri’s Epistemology, the article unveils the dynamics of a shifting paradigm of Islamic thought practiced within these three cultural fields of the NU. Pesantren’s interpretation of Aswaja An-Nahdliyyah is thick, based on Bayani and Irfani. However, the scholars of NU and NGO activists are shifting in progress into Burhani’s epistemological model. In other words, methodologically they aspire to change in understanding Aswaja from qauli to manhaji, from Bayani-Irfani to Burhani, and from monolithic-dichotomic to integrative-progressive. The Nahdlatul Ulama are important parts that greatly value the inheritance of the classical Islamic treasures contained in the work of the Imam Mazhab. Its wealth of sources of understanding, NU has its own uniqueway of responding to reform, while maintaining harmony in tradition and cultural heritage, moderate, tolerant, not extreme, as well as promoting goodness and preventing badness. This paper examines the positioning of NU and its relation to Ahlussunnah wa al-Jama‘ah based on the social context that accompanies it (...) and the actors involved in it. There are three locus, places, or cultural fields that have important significance because they are a source of discourse, ideas and practices of mazhab in contemporary NU communities: Pesantren, Islamic College and Non-Governmental Organization. This paper uses three approaches: Thomas Kuhn’s Shifting Paradigm, Karl Manheim’s Sociology of Knowledge and Abed al-Jabiri’s Epistemology are used to study knowledge that is not only the result of theory, but also part of the process of sociology and epistemology. The results show that the majority of Pesantren when understanding and interpreting Aswaja An-Nahdliyyah are heavier and dominant based on Bayani and Irfani. Whereas the scholar of NU and NGOs that had been Bayani and Irfani shifted to Burhani’s epistemological model. In other words, methodologically they want a change in understanding Aswaja from qauli to manhaji, Bayani-Irfani to Burhani,monolithic-dichotomic to integrative-progressive. (shrink)

Parity games are combinatorial representations of closed Boolean μ-terms. By adding to them draw positions, they have been organized by Arnold and Santocanale [3] and [27] into a μ-calculus whose standard interpretation is over the class of all complete lattices. As done by Berwanger et al. [8] and [9] for the propositional modal μ-calculus, it is possible to classify parity games into levels of a hierarchy according to the number of fixed-point variables. We ask whether this hierarchy collapses w.r.t. the (...) standard interpretation. We answer this question negatively by providing, for each n≥1, a parity game Gn with these properties: it unravels to a μ-term built up with n fixed-point variables, it is not semantically equivalent to any game with strictly less than n−2 fixed-point variables. The past few years have witnessed a growing interest among scholars in the study of both the urban contour of the Andalusi cities and the estates called almunias. Almunia is a complex model of agricultural exploitation linked to elites and power, which also served other functions such as to provide space for solace. Ever since Joaquina Eguaras conducted the edition and translation of the Treatise of Agriculture of Ibn Luyūn in the seventies of the last century, her translation of the (...) last chapter about the organization of an almunia has been repeatedly reproduced and used to understand the archaeological remains of these properties or to interpret the information provided by the documentary sources. This article offers a new and more comprehensible translation of the text that attempts to correct some of the confusions Eguaras translation presents. For the purpose of comparability, the same manuscript, used earlier by Eguaras and currently preserved in the School of Arabic Studies, CSIC in Granada, has been used in the article. Additionally, the six marginal notes attached to the chapter, that have never been hitherto used in any study, have been included in this paper. The data provided by the 29 verses and six marginal notes, have been exhaustively analyzed and grounded in the existing knowledge about these estates along with the Andalusi agricultural practices of the time. Finally, this paper offers a hypothetical graphic reconstruction in which the ideas that Ibn Luyūn wanted to convey are visually translated. (shrink)

Business performance is traditionally viewed from the one-dimensional financial angle. This paper develops a new approach that links performance to the ethical vision of Islam based on maqasid al-shari’ah . The approach involves a Pentagon-shaped performance scheme structure via five pillars, namely wealth, posterity, intellect, faith, and human self. Such a scheme ensures that any firm or organization can ethically contribute to the promotion of human welfare, prevent corruption, and enhance social and economic stability and not merely maximize its own (...) performance in terms of its financial return. A quantitative measure of ethical performance is developed. It surprisingly shows that a firm or organization following only the financial aspect at the expense of the others performs poorly. This paper discusses further the practical instances of the quantitative measurement of the ethical aspects of the system taken at an aggregate level. (shrink)

The Persian philosopher Ibn Sina (d. 1037), known in Europe as Avicenna, was arguably the greatest master of Aristotelian thought in the Muslim world. The symbolical 'Poem on the Soul' (Qasidat al-nafs), which portrays all earthly human souls as in temporary exile from heaven, is traditionally attributed to Avicenna, and was received with enthusiasm by its commentators. A highly significant commentary on the Qasida was written by?Ali b. Muhammad b. al-Walid (d. 1215 CE), a major early representative of the (...) Tayyibi Ismaili tradition, which emerged and flourished in medieval Yemen. In his view, the poem encapsulated Tayyibi beliefs, whose doctrines bear striking parallels with late antique Gnosticism. Avicenna's Allegory on the Soul presents the first edition of the Arabic text of Ibn al-Walid's commentary, 'The Useful Epistle' (al-Risala al-mufida), alongside an English translation and extended introduction. It offers invaluable insight into the intricacies of Muslim thought and a deeper understanding of Avicenna's substantial intellectual legacy. (shrink)

This article investigates the efficacy of a form of electoral innovation unique to the island-state of Singapore, the Nominated Member of Parliament scheme, and its impact on democratic governance, in light of the changing political landscape. A comparative perspective will be employed and broader conclusions on electoral engineering will be reached, especially for democratizing countries. Contrary to conventional scholarly wisdom, I argue that the NMP scheme can actually boost democratic representation in the country, considering the changing political landscape in the (...) state previously dominated by a hegemonic party. This is via two ways: firstly, NMPs could better represent the voices of the people at the margins of society and, secondly, they could be better positioned to raise issues that are deemed too to be raised by opposition parties. NMPs can enhance democratic governance by promoting deliberation, accountability, and representation. (shrink)

The paper analyses the behaviour of French corporate executives towards the adoption of Internet voting at shareholders’ general meetings. The research extends the studies of legitimation strategies and institutional theory to a new topic and a new instrument of corporate governance. Taking a qualitative approach, the paper examines the particular case of a technology that is adopted by a company for the benefit of its shareholders. It contributes theoretically by showing how executives respond to institutional pressures when responding could affect (...) their own interests. The findings illustrate the nature and extent of six legitimation strategies used by executives when confronted by Internet shareholder voting. Interestingly, the results highlight the prevalence of manipulation and coalition-building strategies. A typology of adoption behaviours is also proposed. Interestingly, the results show how executives worry about the risk that Internet voting may lead to a loss of control. Overall, the paper argues that the relationship between shareholders and executives with regard to corporate governance is partially reversed by the adoption of Internet voting. Some theoretical and managerial implications of the paper for the literature on corporate governance and business ethics are discussed. (shrink)

Abstract The purpose of this paper is twofold: (i) we will argue that formal semantics might have faltered due to its failure in distinguishing between two fundamentally very different types of concepts, namely ontological concepts, that should be types in a strongly-typed ontology, and logical concepts, that are predicates corresponding to properties of, and relations between, objects of various ontological types; and (ii) we show that accounting for these differences amounts to a new formal semantics; one that integrates lexical and (...) compositional semantics in one coherent framework and one where formal semantics is embedded with a strongly typed ontology; an ontology that reflects our commonsense knowledge of the world and the way we talk about it in ordinary language. We will show how in such a framework a number of challenges in the semantics of natural language are adequately and systematically treated. (shrink)

This paper investigates the effect of female representation on the board of directors on corporate response to stakeholders’ demands for increased public reporting about climate change-related risks. We rely on the Carbon Disclosure Project as a sustainability initiative supported by institutional investors. Greenhouse gas emissions measurement and its disclosure to investors can be thought of as a first step toward addressing climate change issues and reducing the firm’s carbon footprint. Based on a sample of publicly listed Canadian firms over the (...) period 2008–2014, we find that the likelihood of voluntary climate change disclosure increases with women percentage on boards. We also find evidence that supports critical mass theory with regard to board gender diversity. These findings reinforce initiatives being undertaken around the world to promote gender diversity in corporate governance while demonstrating board effectiveness in stakeholder management. (shrink)

This has been viewed as constituting a genuine shift in modal paradigms, as no former model had included the idea of genuine synchronic alternative possibilities. Historians of modal logic (...) and contemporary logicians alike have found it interesting that certain key features of Duns Scotus's theory and subsequent late medieval work markedly resemble the so-called possible worlds semantics approach of modern modal theory.1Duns Scotus' innovations were not completely without precedent. Several key elements in Scotus' theory were foreshadowed by twelfth-century developments. Perhaps somewhat amusingly, one of the most important forerunners to the Latin discussion was one in whose context the expression "possible worlds" would have made sense in a very special way.2 This is the medieval Arabic debate on the eternity of the world and its modal status. In this paper I propose to take stock of the positions the Arabs reached, and to do so by way of [End Page 329] consulting one of the documents central to the debate, the Tahâfut al-tahâfut or the "Incoherence of the Incoherence," by Abû al-Walîd Ibn Rushd (the Latin "Averroes," 1126-1198). In the first part I examine Averroes' exposition of the received Aristotelian tradition; in the second I assess the revisions to modal theory suggested by al-Ghazâlî (1058-1111), in the latter's comprehensive critique of philosophical doctrine. Though the two inquiries are obviously complementary, they can be accomplished independently of each other.It will be seen that Averroes' and his formidable adversary's views on the interpretation of the modal concepts differ quite fundamentally. What makes the ensuing debate, often fraught with misunderstandings and misrepresentation, so engaging is that both parties, in spite of their differences, refer to a common Aristotelian backdrop in questions of terminology and mode of argumentation. Both Averroes and al-Ghazâlî are well-placed to present a considered and balanced account of what they take to be crucial in the issues involved. It is on account of this that the complex interplay between the old and the new comes to the fore with exceptional force and clarity in the Tahâfut debates.2.The Tahâfut al-tahâfut, first published in 1180, is a philosophical rejoinder to an attack on philosophy, Abû Hâmid al-Ghazâlî's Tahâfut al-falâsifa or "The Incoherence of the Philosophers" (1095). In that celebrated work al-Ghazâlî had claimed to expose certain philosophical doctrines as not only contrary to orthodox Muslim belief, but also internally incoherent.3 Averroes' reply in turn was written in order "to show the different degrees of assent and conviction attained by the assertions in The Incoherence of the Philosophers, and to prove that the greater part has not reached the degree of evidence and of truth."4 The work is thus of a doubly dialectical nature. Whereas al-Ghazâlî tries to show the philosophers' reasoning to be defective, Averroes has to show both that al-Ghazâlî is likewise lacking in intellectual rigor and that philosophy, properly understood, is innocent of the charges leveled at it. If the Islamic philosophers (al-Fârâbî and, above all, Avicenna) have in fact erred, this is only to the extent that they have misrepresented correct Aristotelian doctrine. Psychological momentum (PM) is thought to be a force that influences judgment, emotion, and performance. Based on a review of the extant literature, we elucidate two distinct approaches that researchers have adopted in their study of PM: the input-centered approach and the output-centered approach. Consistent with the input-centered approach, we conceptualize PM as a process whereby temporal and contextual PM-like stimuli (i.e., perceptual velocity, perceptual mass, perceptual historicity, and perceptually interconnected timescales)—initially perceived as an impetus—are extrapolated to imagined future outcomes (...) through mental simulation. In turn, and consistent with the output-centered approach, we posit that mental simulation elicits experiential (e.g., perceptual, cognitive, emotional) and behavioral states that govern goal pursuit, and that the pursuit of goals further influences perceptions of self, environment, and action quality. In all, we suggest that PM is interdependently linked to perceptions and behaviors in the sense that PM both influences and is influenced by changes in self-perceptions, environmental perceptions, and behavior, and we conclude by linking the PM construct to recent work on prospection. Over two decades ago a "quite revolution" overwhelmingly replaced knowledgebased approaches in natural language processing (NLP) by quantitative (e.g., statistical, corpus-based, machine learning) methods. Although it is our firm belief that purely quantitative approaches cannot be the only paradigm for NLP, dissatisfaction with purely engineering approaches to the construction of large knowledge bases for NLP are somewhat justified. In this paper we hope to demonstrate that both trends are partly misguided and that the time has come to enrich logical semantics (...) with an ontological structure that reflects our commonsense view of the world and the way we talk about in ordinary language. In this paper it will be demonstrated that assuming such an ontological structure a number of challenges in the semantics of natural language (e.g., metonymy, intensionality, copredication, nominal compounds, etc.) can be properly and uniformly addressed. Using a large panel of elections in 44 countries, we show that national elections affect CSR in contrasting ways. We posit and find that in strong institutional environments CSR engagement responds negatively to uncertainty and decreases during election periods relative to non-election periods. However, in the context of institutional weakness, characterized by incomplete and captured national institutions, we find that CSR engagement increases in electoral periods, consistent with rent-seeking behavior. We argue for a compositional semantics grounded in a strongly typed ontology that reflects our commonsense view of the world and the way we talk about it. Assuming such a structure we show that the semantics of various natural language phenomena may become nearly trivial.

The purpose of this paper is twofold: (i) we argue that the structure of commonsense knowledge must be discovered, rather than invented; and (ii) we argue that natural language, which is the best known theory of our (shared) commonsense knowledge, should itself be used as a guide to discovering the structure of commonsense knowledge. In addition to suggesting a systematic method to the discovery of the structure of commonsense knowledge, the method we propose seems to also provide an explanation for (...) a number of phenomena in natural language, such as metaphor, intensionality, and the semantics of nominal compounds. Admittedly, our ultimate goal is quite ambitious, and it is no less than the systematic ‘discovery’ of a well-typed ontology of commonsense knowledge, and the subsequent formulation of the longawaited goal of a meaning algebra. Despite overwhelming evidence suggesting that quantifier scope is a phenomenon that must be treated at the pragmatic level, most computational treatments of scope ambiguities have thus far been a collection of syntactically motivated preference rules. This might be in part due to the prevailing wisdom that a commonsense inferencing strategy would require the storage of and reasoning with a vast amount of background knowledge. In this paper we hope to demonstrate that the challenge in developing a commonsense inferencing strategy is (...) in the discovery of the relevant commonsense data and in a proper formulation of the inferencing strategy itself, and that a massive amount of background knowledge is not always required. In particular, we present a very effective procedure for resolving quantifier scope ambiguities at the pragmatic level using simple quantitative data that is readily available in most database environments. Abstract: For some time we have been developing, and have had significant practical success with, a time-sensitive, contradiction-tolerant logical reasoning engine called the active logic machine (ALMA). The current paper details a semantics for a general version of the underlying logical formalism, active logic. Central to active logic are special rules controlling the inheritance of beliefs in general (and of beliefs about the current time in particular), very tight controls on what can be derived from direct (...) contradictions (P &￢P), and mechanisms allowing an agent to represent and reason about its own beliefs and past reasoning. Furthermore, inspired by the notion that until an agent notices that a set of beliefs is contradictory, that set seems consistent (and the agent therefore reasons with it as if it were consistent), we introduce an “apperception function” that represents an agent’s limited awareness of its own beliefs, and serves to modify inconsistent belief sets so as to yield consistent sets. Using these ideas, we introduce a new definition of logical consequence in the context of active logic, as well as a new definition of soundness such that, when reasoning with consistent premises, all classically sound rules remain sound in our new sense. However, not everything that is classically sound remains sound in our sense, for by classical definitions, all rules with contradictory premises are vacuously sound, whereas in active logic not everything follows from a contradiction. Using a sample of 15,174 firms from 24 countries included in the 2009 World Bank Enterprise Survey, we investigate the impact of disclosure standards and auditing infrastructure on the bribery of public officials to secure government contracts. We find that firms are less likely to grant gift to secure a government contract in countries having more extensive financial reporting requirements and countries where audit firms face a higher litigation and sanction risk. Findings also show that firms are less likely to (...) bribe bureaucrats in case financial statements are reviewed by an external audit firm. Our results are economically significant and are robust to several sensitivity analyses. These findings support certain policies that are currently being implemented or discussed to mitigate bribery within the public sector across the globe. (shrink)

Qutayba ibn Muslim al-Bāhilī is one of the leading soldier-bureaucrats of the Umayyads period. During the time he served as the governor of Khurāsān, he consolidated the Umayyad’s rule in Tokharistan and Transoxiana provinces, and expanded the borders of the state to China by conquering the Kashgar region. His activities for conversion of the people of the conquered regions have great importance in the history of Islam since the intense relations of the Turkish people with Islam fell upon the time (...) of his governorship. It is possible to argue that by introducing the religion to these people Qutayba had played an important role in their conversion to Islam. It is also known that he had sent a delegation to the emperor of China for the same purpose. However, despite all his achievements, it is seen that the academic studies about Qutayba in our country are very rare. Besides, some of the recent studies about him claim that he was a fraud, a trickster, and an untrustworthy person in his military activities; and had committed mass murders and massacres, persecuted innocent people, destroyed and burned the cities of conquered lands. In this article, it is examined that whether these claims and accusations have their justifications or not by consulting the main sources. In fact, what is expected from constructive criticism in this subject and every other area is to clarify the matter and make it more comprehensible of its context. However, it should not be forgotten that some conclusions over Qutayba in these studies might have been drawn to quickly in order to manipulate the conquest movements of the Umayyad period.Summary: The religious interaction and change taken place in the Arabian Peninsula with the emergence of Islam and with the political, military and cultural activities of the Muslims performed during the periods of Prophet Muhammad and the Rāshidūn (rightly guided) Caliphs had significant effects upon the lands of Iraq, Syria, Egypt and Khurāsān where the ancient civilizations located.The success made by the Muslim-Arabs in such a short time is accepted of course as one of the important events of world history. The message of Islam spread rapidly with their extraordinary efforts, and reached quickly in the early days of Islam to the Amu Darya/Oxus River, which is considered to be the natural border between the Iranians and the Turks (Iran and Turan).Although the Turks who had been struggling to dominate the region for centuries gained an opportunity with the disappearance of the Sasanian Empire from history, they could not take advantage of this new situation because of their lack of political unity and a strong state, and the power held by the regional Turkish Sultans were not enough to make their dominance happen. In this conjuncture, the Muslim-Arabs who appeared in the stage of history in a relatively late period but had the ideal of being a regional and a global power had rapidly realised their political and military activities called “conquest” in the Islamic historical sources. When it comes to the period of Caliph ʿUthmān, it is seen that the conditions were very suitable for passing to the east of the Oxus River where the Turkish elements lived intensively. At the time, the absence of a strong Turkish state in the region, and China’s occupation with its own internal problems made an important contribution for the Muslim-Arab capture of the region. In this region, which is called as “Transoxiana” in the Arabic sources, it is seen that the Turks organized their political structures as city-states and regional sultanates. In the north-eastern parts of this region, there was a strong Turkish State called the Turgish State and it provided political and military support to the people of the region who rebelled occasionally the Umayyads.After solving the internal problems of the state largely and suppressing some dangerous revolts, the Umayyad Caliph ʿAbd al-Malik ibn Marwān became capable of initiating military activities beyond the borders of the state. Nevertheless, the period when the actual conquests were made was the period of his son Walīd (86/705-96/715). It is seen that the conquests made in his time were permanent, and the people who lived in the conquered lands accepted Islam to a large extent. The conquest made during Walīd’s time which extended from Kashgar to the Pyrenees, realised at an unprecedented pace. The most important name for the eastern side of the conquests is undoubtedly Al-Ḥajjāj ibn Yūsuf. Ḥajjāj (75/694-95/714) who acted as the supreme governor of Iraq for nearly twenty years, had achieved important successes in the regions of Transoxiana and Sindh located in the eastern part of the country by the hands of his appointed governors. However, many governors appointed by him to Khurāsān from 75/694 to 86/705 with the hope of reaching his goals in the east could not meet his expectations because of the political, social and economic problems that existed throughout the country, and because of the resulting rebellions in the regions that these problems caused.These unwanted conditions continued to be seen in the region until he appointed Qutayba ibn Muslim as the governor of Khurāsān (86 / 705-96 / 715) who was one of the young commanders and administrators educated by Ḥajjāj personally. Qutayba known as having a close relationship with Ḥajjāj and consulting him when taking important decisions acted in this direction throughout the time he stayed in this position.It is known that the internal conflicts in the region continued during the time when Qutayba was appointed as the governor of Khurāsān. However, he had brought together northern and southern Arabian tribes living in the region with religious, political and economical suggestions and had succeeded in persuading them for military activities that he decided to operate beyond the Oxus. For the Umayyads, these military operations were justified, because the regional sultans who ruled in the western and eastern sides of the Oxus repeatedly violated the agreements they had made before. The tendency of the people of Turkic, Iranian, and Tajik origin who were the real owner of these lands and lived in both sides of the rich Oxus basin for many centuries to violate these agreements was in fact result of a great concern. They now realized that the Muslim-Arabs who followed a systematic settlement policy in the region came to their lands this time without any intention of going back. Even though Qutayba followed a fair and reasonable policy towards them, they violated their agreements with him, formed alliances among themselves and waged military campaigns against Qutayba not to be the subjects of any change in their religion, worldview, and perception of existence.Qutayba, who is believed to have spent his its utmost efforts to make the religion of Islam and the Umayyad political cause permanent in the region under these unfavourable conditions, has been recently criticized by some researchers. The criticisms intensify around the claims that he persecuted people, committed massacres, and behaved unfaithfully by breaking his promises that he made with people. From the perspective of our own times, it is possible to think that sometimes he had taken extreme measures in punishing the sultans and the persons who raised armed struggles against him and caused riots by violating the agreements. However, when the period is compared with the others, it can be easily said that the Umayyads showed in these and other remote areas a considerable amount of tolerance that they had never shown it in their internal conflicts. It is a known fact that he generally clashed with the ones who disrupted agreements, sought help from external forces, established alliances against them, and refused to pay taxes. Based on historical sources, it does not seem to be possible to say that while doing these activities in the region, Qutabya did not behave entirely in a way that his behaviour could be classified as massacres committed against innocent civilians. On the contrary, it is known that Qutayba had given many chances to the people of the region in administrative and military affairs. As a matter of fact, he ruled the city of Bukhara for 20 years with a Turkish ruler whom he appointed and supported, and he included in his army a union of twenty thousand cosmopolitan soldiers assembled from the people of Bukhara, Baykend, Chach and Samarkand and paid a regular salary to them.The fact that his grave known as the “Imam Shaykh Qutayba Tomb” was turned later into a shrine and visited by the people even today despite the passage of long centuries after his death shows that he has been loved by the people of the region and that they have always considered him as a conqueror-bureaucrat who spent his life for the ideals of his religion. This paper offers the Eastern Mediterranean Region (EMR) viewpoint with Qatar as a case for lasting transformation of health systems. The Qatar case study illustrates the importance of research in the development of health policy. It provides description of a series of projects that have been undertaken in relevant national areas such as autism, dementia, genomics, palliative care and patient safety. The paper discourse draws attention to investment requirement in health research systems to respond to country national health priorities and (...) to strengthen public health policies for improving health and social outcomes by narrowing the gap between research and politics. In short, the discussion highlights the following: i) health is a human right marching towards universal health care, with research underpinning every advance in health care and quality medical services; ii) evidence-based research is emerging as a critical tool to aid policy- and decision-makers; iii) investment necessity in healthcare research/systems to enable responding to a country’s national health priorities and to strengthen public health policies; and iv) need for multi-sectoral involvement of stakeholders to bridge the gap between research and politics. Finally, atypical stakeholders’ engagement and bond to politics is a prerequisite to achieve healthcare objectives and policy success so as to reap the benefits of public health results. (shrink)

Whether it was John Searle’s Chinese Room argument (Searle, 1980) or Roger Penrose’s argument of the non-computable nature of a mathematician’s insight – an argument that was based on Gödel’s Incompleteness theorem (Penrose, 1989), we have always had skeptics that questioned the possibility of realizing strong Artificial Intelligence (AI), or what has become known by Artificial General Intelligence (AGI). But this new book by Landgrebe and Smith (henceforth, L&S) is perhaps the strongest argument ever made against strong AI. It is (...) a very extensive review of what building a mind essentially amounts to drawing on insights and results from biology, physics, linguistics, computability, philosophy, and mathematics. International economic law is peculiar. It claims universal character, yet eschews engagement with many, if not all, the racialised features of the global political economy. Its scholars mostly ignore imperialism, colonialism, and capitalism; they exclude slavery, predation, and racism altogether. In the following article, we draw upon Walter Rodney’s dialectics of development to offer a racial capitalist critique of international economic law. The disciplinary boundaries and operative logic normalised by its denizens corral us in a white, Eurocentric episteme. Ahistoricism, decontextualisation, (...) and externalisation are three epistemic devices at the forefront of the exclusionary discourse of IEL. In this space, the histories and epistemologies of Black peoples are ghettoised, treated as alien to the framework. After identifying this bias, we use the Black Radical Tradition to evaluate IEL’s amenability to the racial capitalism critique. (shrink)

The proposed work describes an approach for segmentation of activated sludge flocs from the microscopic images for monitoring wastewater treatment. The morphological features of flocs and filaments are related to the state of an activated sludge wastewater treatment plant and must be monitored for proper functioning. Hence, image processing and analysis could be a time-saving monitoring tool. To address this challenge, we propose a novel framework involving a multiphase edge detection algorithm based on information theory. The proposed framework is evaluated (...) and scrutinized critically considering the artifacts found in the photographs tested. To evaluate the segmentations, gold approximation of estimated truth images is created. In addition, the performance was subjectively evaluated for its potential for segmenting activated sludge images. Experimental results show that the proposed framework exhibits the good results and demonstrates its effectiveness. (shrink)
